I am an end user like you, just wondering what is the htaccess file modification being made - this is NOT something that GoDaddy would be doing.
A couple of reasons an htaccess can get changed - these pretty much all are related to WordPress
1) WordPress itself can update it for the permalinks
2) WordPress security plugin can add IPs to it
3) WordPress speed optimization can add directives to it
It is also possible there is a script on your server that is modifying it - the other option is to change the permissions I believe to 604 which should make it readable but not writeable except by you.
