I did not see any information on this and the chat could not answer either,
but I gather if one has already paid for the webhosting plan in advance, and downgrade to a lower plan, they prorate the difference as a refund on the credit card used?

One can get a refund for the difference in a change from a higher to lower plan:
--within 30 days
--MUST call in after making the change, not done automatically even if plan change done on the web
