How can I apply for a refund?

Only bought a few hours, but can not be used,。My computer network and wifi can not log in cPanel,it frequently reminds IP  has be changed, please relogin.only the mobile phone 4G network can connect!I have removed the host and domain!I would like a refund,but my spoken English is very bad.Who can tell me how to refund?

If  can not refund, how to resume my host and domain and solve my problem? I am willing to use
