Install python 3.7.7. on Ubuntu 14.04 Godaddy. Missing _ssl module, pip does not work

Installed Python 3.7 using the apt package manager however the _ssl module is missing and as a result the PIP cannot work.
It appears that this can be resolved with an install from source code. However during the make process we run out of memory.
When trying to create a swap file we get the message "no authorisatoin".

Python install steps
================
Install build requirements:
sudo apt-get install -y make build-essential libssl-dev zlib1g-dev libbz2-dev libreadline-dev libsqlite3-dev wget curl llvm libncurses5-dev libncursesw5-dev xz-utils tk-dev

Goto to source directory, download source code and unpack:
cd /usr/src
wget https://www.python.org/ftp/python/3.7.7/Python-3.7.7.tgz
tar xvf Python-3.7.7.tgz
cd Python-3.7.7

Run configure tool to prepare build:
./configure --enable-optimizations --with-ensurepip=install

Build Python (using alt to avoid overwriting the system Python) -j option is number of parallel processes:
make

Questions:
- How to install Python 3.7 including the _ssl module (which is required for pip to work)
- How to create a swap file (we are getting no authorisation message)
