This can be caused by a few different issues, as indicated in the error message. A common reason is if the database name is incorrect in the connection. You may want to double check all of your database connection information to ensure it is correct.
If you are connecting to the database remotely, it also possible that the hosting plan expired. You may also want to check your account.
