Contact Form 'Submit File'

I'm trying to add 'submit file' in my contact form but I don't see that option other than the single line text and multi line text.

GoDaddy Website Builder does not have 'Submit File' built in.  You could possibly use a 3rd party form provider and integrate it with your site using links or an HTML section.
