Scrolling laggy on iPad

I've been giving the task of fixing a website after the previous volunteer quit, and while I'm not a novice, I'm in no way an expert.

I'm using Website Builder for Business, and  when I view pages from the website on an iPad in both Sapphire and Chrome the pages don't smooth scroll. 

All other sites scroll well on the iPad. And, I have done a hard reset on the iPad 5. I don't have the problem viewing any other website but this one. The site works great on my Android phone and Windows 10 with both Edge and Chrome.

I added the following to the heading for all pages

 <meta name="viewport" content="width=device-width, initial-scale=1">,

but it didn't change anything.

This one with the pictures is also slow to load on the iPad.

Honestly speeds look good on all of the platforms I have even including a Fire tablet.
