Public HTML not updating. Cache won't flush?

The public site seems to be stuck as it was several weeks ago. Various changes have been made which display okay for logged-in users only.
Flushing the cache on wp dashboard makes no differ nce (Managed WP).
I've gone through tech support chat twice resulting in promises that it would 1. Come right in a few hours 2. Be looked at by a tech person.
No solutions offered by GoDaddy support, so this forum is my last hope!
    Any ideas?

BTW appending ?nocache=1 does display correctly.

What is your domain name? Yes appending the ?nocache=1 will bypass the cache.

The couple quick things I can think of

    1) Do you have any cache plugins in addition to the GoDaddy Cache

    2) Are you by chance using CloudFlare which could also be caching

    Thanks PL281!
    URL is panethiopia.com
    It's on GoDaddy Managed Wordpress
    1) No caching plugins.
    2) No Cloudflare or other CDN
This kind of problem seems to have come up on this forum but not much firm info: how do I diagnose & resolve?

    @Sequins

I'm able to reproduce this as well

    For example

    1) Stories Menu

    2) Font Awesome Icons on homepage

    3) Your Name instead of About Me

    4) Instagram

    5) Footer

    I recommend the follow

    1) Toggle the CDN off / on - That "should" resolve it

    2) Under the tools menu on the hosting dashboard (https://myh.godaddy.com) there is a reset file permissions

Re: Public HTML not updating. Cache won't flush?

No CDN on this site, but that gave me an idea: a cache plugin had been tested briefly some time ago but then disabled.
I have reactivated the plugin (Hummingbird), cleared its cache and then immediately deactivated before a new page view could regenerate a new cache.
Seems to have worked at my end.
Would you be kind enough to check https://panethiopia.com & confirm it works for you?
(The current page has these additions/edits: 'Stories' top menu item, 'Dani Esayas' instead of About Me, Instagram gallery, 'Home' & 'Stories' in footer menu)
    Thanks!

Just confirming it looks good on my end as well

Re: Public HTML not updating. Cache won't flush?

I've had the live URL checked from a few devices & it now seems to display correctly.
Thanks to PL281 for your help!
