Typically on a WordPress site, there is a redirect rule written into the .htaccess file. Sometimes this can be added by a plugin or put in directly. If these redirects are present, you won't be able to access the staging site without an SSL. All you have to do is remove the redirect or shut off the plugin and you should be fine.
