I bought a WP template and, bought a domain through godaddy and recently started with godaddy WordPress hosting. I'm trying to find where -- within godaddy -- I can download the WP program to work off-line, etc. I hired a developed (no longer available) who apparently downloaded the program onto his computer.
Does the developer have to delete his WP program in order I can download it? Do I need to download the WP program/dashboard/editor within godaddy, or can I download from WP and still make changes and updates into my godaddy hosting to my godaddy website domain/hosting?

If you have a Deluxe or higher Managed WordPress plan I'd recommend just using an online staging site.
As WordPress is a server-side application it doesn't install like traditional Windows or iOS software. It can be complicated but if you're interested in learning here are a couple articles on creating a local server environment and moving WordPress data to get you started.
Those links were originally published in 2012. The first has comments that seemed to never be answered or replied by the author. Maybe for now, as you say, I'll wait on a local WP install, or hire someone.
