Could not transfer domain

Waited a whole month to buy a domain from auction, then randomly 3 days after I win it I get an email saying it can’t be transferred. It also said in the email that only the registration will be refunded. Does this mean the domain owner has renewed, and that even though I paid for both the auction & the renewal fee I’ll only get one back?
