That's what is known as a Country Code Top Level Domain or ccTLD, specifically for Romania. It may have special rules that govern its registration put in place by the country that controls it. This will most likely not allow you to do the domain backorder on that particular ccTLD.
I would advise doing a bit of research on the rules that govern that ccTLD and give phone or online chat support a shout for further info.
