If you wish to create your own domains, it would require you to become an accredited Registry. GoDaddy gets its domains from a variety of Registries who set their rules for pricing, registration requirements etc. This is a big ask, requiring legal actions and arge financial investments, so we won't dive into that here.
There are several ways you can become a Registrar, like GoDaddy, selling domains. There are various places to research this action, but here's a good place to start. If you want all that setup done for you, you may also want to look into becoming a GoDaddy Reseller, allowing you to create your own domains store and set your own rates.
