office 365 - not receiving emails

I have a client who I used to be able to receive emails from and then out of nowhere they can no longer send me emails - they receive the following error email:

 

Subject: Mail delivery failed: returning message to sender
 
This message was created automatically by mail delivery software.
 
A message that you sent could not be delivered to one or more of its recipients. This is a permanent error. The following address(es)
failed:
:
SMTP error from remote server for RCPT TO command, host: hireaviation-com.mail.protection.outlook.com (104.47.36.36) reason: 550 5.7.511 Access denied, banned sender[74.208.4.194]. From reading the bounce message - it seems microsoft has blocked them (their IP) for some reason - as the message states they should forward the email to delist@messaging.microsoft.com

From reading the bounce message - it seems microsoft has blocked them (their IP) for some reason - as the message states they should forward the email to delist@messaging.microsoft.com
