Changed default WordPress Header with image file but white space appears grey?

Changed default WordPress Header with image file but white space of image appears grey or as if there is a funky film overlay?  Below is the CSS edit >Appearance> Customize> Additional CSS:

header {
height:250px;
background-image:url("/wp-content/uploads/2018/11/PMP_Logo_Transparent.png");
}

#content {
background-color: #DAA520;
}


Tried changing header color to "transparent" per below suggestions, no change.  Any help would be appreciated.
