I've created WordPress sites before, but it was a while back . Much has changed. I need to set up a "dummy" temporary site to pitch to a new client. I do not have access to their real domain name or their back end - This is a BRAND new design. The existing site is extremely outdated, but is being serviced by someone else. I simply want to design something WITHOUT an actual domain name that they can see and feel, WITHOUT actually making it public. Is that doable???

If you used a managed wp hosting plan, you have the option of setting up a temporary domain name while creating your site. The wp server config wizard will assign a temporary name like 34ej31ks.myftupload.com. At this site you can do a complete design-to-migration project.
Migrating the site is easy. You can either use the GoDaddy migration service, or I prefer migration via the GoDaddy Plugin Partner UpdraftPlus.
