This would all depend on the feature set the theme you're using has if you want to do it the easy way. You would need to change the position of the opt-in form via the customize feature.
Alternatively, you can use a webpage builder like Beaver Builder or Elementor to change things like that.
You can also code the CSS yourself if you're savvy at coding.
