I have included the following code in an HTML section to display an animated gif in the Website Builder development site.

I get this to work by referencing the animated gif in the images directory of my live site. Will I be able to add this gif to the images directory once the Website Builder is live?
I would prefer a more straightforward way to insert an animated gif.

Unfortunately, you can upload a GIF, but it basically converts it to a JPG. I love adding GIFs to my web designs, so I feel your pain. It would be pretty nice to be able to upload them and have them work.

Do you have to pay for this feature if I upgrade? I remember that I could add this feature before GoDaddy switch to this new platform.

No, upgrading to a higher plan will not alter the image formats that are allowed on the Websites+Marketing plan. While it's inherent in the new platform, there are always changes being made - that my someday allow for the animated gif.
