Google Adsense code added, but can't approve

I signed up for Google Adsense.  I get to the step of adding my code to my page.  Since I can't actually put it in the <HEAD> section, I create an HTML section and place it there.  Google confirms the code is seen.

I then get an email saying that my Adsense is not approved, basically saying I have no content.  SO I add some more pictures and text and try again.  Still "no content".  It turns out, GoDaddy is rendering the page almost entirely in JavaScript, so proportionally yeah--no content.

How do I overcome this, so that Google Adsense will see the rendered page rather than just the JavaScript?

Google can read the site even with JavaScript, it's that the AdSense code can not be used how the HTML blocks are implemented.  GoCentral has a special place for this in the Site Settings under Display Ads.

I've seen that mentioned, but that option is not appearing:

    I have a GoCentral InstantPage.

InstantPage is not compatible with AdSense, you'd need a Business plan or higher.
