Is there a format that needs to be used to add Alt tags to pictures?

I'm building my website and I have to apply ALT tags to pictures. Is there a format that needs to be used to do so? Meaning do I have to doing coding for the picture description?  Example: <title> Name of image </title> or can I just describe the image as Name of store beauty announcements & events?      You cannot use html. On the main pages (tabs) wherever there is a picture, when you add or edit that picture, there is a place for you to put the alt img tag in at that time. There is a field under the photo. You can't add img tags to product pictures.
