CGI script not working

My cgi scripts returns that I do not have permission to the dir. It is in the cgi-bin in public html. Is there another path for it? 

www.malpassinc.com/parts.htm -  under a parts page, select one page. Enter one order....  

 

Forbidden

You don't have permission to access /cgi-bin/cart.cgi on this server.
Server unable to read htaccess file, denying access to be safe

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

 

The htaccess file has no code in it??

Don't use the cgi-bin folder for any shopping related coding.

I have tried all the info given on making the cgi file work with no results. 

? Where does the .cgi go? It is in the cgi-bin dir in my public_html dir

It was loaded as an ASCII file, the permissions are set to 744. 

 

What else could be wrong. This file has been working on another site for many years.

Thanks ! This worked for me.

My godaddy account was configured like:

/home/USERNAME/public_html/cgi-bin/

The cgi-bin was empty so I put the example perl script there

(I think I had to change the first line to correct the path, #!/usr/bin/perl)

I changed file permission to 755

There was an empty .htaccess file under the public_html directory

I made the suggested changes, and set file permission to 644

worked like a charm, many thanks again !
