Fake dedicated IP address? Why is my cPanel email slow?

I bought Dedicated IP Address and change it successfully (confirmed by GoDaddy ) but in my cPannel it says my new IP address is shared address. How come?

Also my cPanel email is slow to load and I am on Launch Business Hosting. It actually slower then when I was on basic shared hosting. How come?

I know from others it can take a little bit for the IP to be assigned / allocated - As we are end users in the community we aren't able to do anything with your specific account - if the IP is not assigned properly only GoDaddy can address that.
