I am using ZeroSSL to create my SSL certs at no charge. I have more than one domain, each of which must have a separate certificate. The only caveat is that ZeroSSL looks in public_html for the files it needs and I have my second domain as an addon domain so it's public_html is not in the root directory.
Therefore I need each of my domains to have a separate cpanel so that each domain will have a root public_html.
How can I set up each of my domains in a separate cpanel?

With shared and business hosting, you get one cPanel per account. You would need to purchase separate hosting for each domain in that case.
Alternately, a cPanel VPS gives you access to WHM, and the ability to setup cPanel accounts for every site added.
