Conducted in October 2025, the survey gathered responses from more than <strong>1,100 U.S. adults<\/strong> and <strong>more than 200 federal government employees<\/strong> to understand how the shutdown is affecting financial confidence, spending, and entrepreneurial intent.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The Shutdown Is Rattling Financial Confidence \u2014 Especially for Federal Employees<\/h4>\n\n\n\n<p>Americans are feeling the effects of economic uncertainty in their own finances.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>61%<\/strong> of Americans and <strong>76%<\/strong> of federal employees are concerned about the impact the government shutdown may have on their personal finances.<\/li>\n\n\n\n<li><strong>56%<\/strong> of federal employees and <strong>34%<\/strong> of U.S. adults say the shutdown has made them less confident about the stability of their income.<\/li>\n\n\n\n<li>Nearly half (<strong>46%<\/strong>) of federal employees reported being furloughed or working without pay during the shutdown.<\/li>\n\n\n\n<li>Concerns extend beyond personal finances: <strong>71%<\/strong> of Americans worry about small businesses and <strong>64%<\/strong> about consumer spending. Among federal employees, those numbers rise to <strong>75%<\/strong> and <strong>73%<\/strong>, respectively, with <strong>90%<\/strong> concerned about the impact overall.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:16px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Economic Anxiety Is Changing Behavior<\/h4>\n\n\n\n<p>Rising anxiety around the shutdown is spurring caution when it comes to spending.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>63%<\/strong> of federal employees and <strong>41%<\/strong> of Americans report reducing spending in response to the shutdown.<\/li>\n\n\n\n<li><strong>44%<\/strong> of federal employees and <strong>29%<\/strong> of all consumers say they\u2019re delaying major purchases.<\/li>\n\n\n\n<li><strong>39%<\/strong> of federal employees are already dipping into savings to cover expenses \u2014 nearly double the <strong>21%<\/strong> of the general population doing the same.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:16px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">The Shutdown Could Fuel Entrepreneurial Intent<\/h4>\n\n\n\n<p>Economic uncertainty could drive many to pursue greater financial independence.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>70%<\/strong> of Americans and <strong>67%<\/strong> of federal employees agree that the shutdown underscores the need to be self-reliant when it comes to generating income.<\/li>\n\n\n\n<li><strong>74%<\/strong> of U.S. adults and <strong>79%<\/strong> of federal employees agree that in challenging times, people benefit from creating their own financial opportunities.<\/li>\n\n\n\n<li><strong>50%<\/strong> of Americans and <strong>41%<\/strong> of federal employees say they would start a business or side hustle if their income were disrupted by the shutdown or another economic event.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:16px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Turning Insight Into Action<\/strong><\/h4>\n\n\n\n<p>The findings suggest that financial instability is shaping not just household budgets but mindsets \u2014 with more people viewing entrepreneurship as a path to stability. Across the country, Americans are using their skills and creativity to build new income streams, from side hustles to small businesses.<\/p>\n\n\n\n<p>GoDaddy\u2019s mission is to make that journey easier. The interviews were conducted <strong>October 9\u201312, 2025<\/strong>. The sampling margin of error of this poll is <strong>\u00b12.9 percentage points<\/strong> for U.S. adults and <strong>\u00b16.4 percentage points<\/strong> for federal government employees. The survey sample was weighted by <strong>age, gender, region, race\/ethnicity, and income<\/strong> to align with U.S. census demographics.
