Domain Registered On Weebly Want To Use As Addon Domain A @ record

If I've registered a domain on Weebly and want to use it as an Addon Domain, do I change the nameservers and leave the A @ record alone or do I change the nameservers to Godaddy's and change the A @ record to point to the IP address of the hosting/server. Or do I do both?

I don't believe Weebly will let you change the name servers of domains registered through them, you would actually have to transfer the domain to GoDaddy.

However, you can manage the DNS and update the main IP address for the domain to point it to the GoDaddy server as you suggested in your original post
