Unfortunately, no one here in the Community forums has access to your account or services to help you out. We are just forum members like you, not GoDaddy Tech Support which are the only folks that can help you.
If you cannot call in -- chat is your only option. If chat isn't "on" for you, what you can try is when you go to the Global Support page is to change the country you are from to United States and see if that gives you access the chat feature.
Top left of the screen you'll find a drop down that allows you to designate your country, change it to United States.
