Unable to change /tmp folder for $_FILE uploads in PHP 7.1

So I switched from PHP 5.4 to 7.1 and when I tried to upload a file to my server. The file does not get saved inside the default /tmp folder.
I tried to modify the php.ini but it seems that I can no longer do that anymore.

Now it has to be done through cpanel> select php version> switch to php options, but even there I do not have the option to change the /tmp folder to another path.

Will they be able to help? I have joomla and even when my issues are straightforward PHP and they can be fixed in cPanel, I’m told they can’t help b/c they don’t service a Joomla, even though it’s not about Joomla, it’s about my server.
