Pop up box on home screen & tick box

I'm wondering if there's a way to have a pop up on the home screen where the visitor has to accept our terms and conditions?

Alternatively, a tick box to accept terms and conditions before checkout which could also display on the receipt?

Turning on "Show Cookie Notification" may accomplish what you are trying to do.

1) Settings -> Cookies & Tracking

2) Turn on Show Cookie Notification

3) Edit message

screen so that the visitor has to click the button before being able to
access the rest of the website?

I agree that it is odd that visitors can navigate through your site without acknowledging the Cookie Policy pop-up. But the pop-up is displayed repeatedly and I suspect they will eventually click the accept button.
