Create Link to Unpublished Page?

I want to upload a file to my website, but I do not want to create a link on a web page.  however, I do want to be able to give someone a link so they can access that file.  Basically, I do not want a link to a file that everybody can see, but only those people to whom I give a specific link.  Can I do that?

It would need to be published in order to be available on the internet, but you can add a page without adding in in the navigation (or internal links).

You can also make a private section, though I believe that only applies to the page and not the file (if someone knew the full URL to the file).
