I want to share a file on my website

I want to share a file that's in cpannel file manager, via link on my website, for the life of me i can't figure it out.
Dont know where to put the file in cpannel file manager or how to link it to my website. Yes im new to website building but im a quick learner I have been building pc's for 15 years I did not think it would be this hard, Any help would be greatly appreciated!

Think of the server as a computer with folders, your domain name corresponding to the root directory.

public_html/somefolder/filename.ext

=

yourdomain.com/somefolder/filename.ext
