Copy email to second address

As an admin, I used to be able in Workspace email to have incoming emails copied to a second address.  That is, an email sent to aaa@yyy.com would go to aaa@yyy.com and a copy would be sent to bbb@yyy.com.  How do I do this in O365 email?

You can use this article (and the associated links within) to forward your incoming email to another address. This would be the native option within the Outlook through your browser. You can also create rules within the Outlook application for this action, consulting with Microsoft instruction to customize your rules.

@TLH This relies on the user.  I need to do this as an admin (like what was available with Workspace email).
