Can I change the color and size of my promotional banner for free?

I have a promotion Banner at the top of page1. I got it for free. It says:

Can I change the color and size of it for free?

Hello TaxMan2, I hope you are doing well. Thank you for posting in GoDaddy community. You cannot change the promotion banner colour and size. Because custom CSS is not available in GoCentral.
